Why the moisture test comes before the price
Concrete is not waterproof. It holds water and moves it, and a basement slab sits against damp soil with, in a lot of the housing stock in this country, no vapor barrier underneath it. That moisture rises through the slab as vapor, and when it hits the underside of an epoxy coating it has nowhere to go, so it lifts the coating off in blisters. This is not a product defect and it is not an installer error in the usual sense. It is physics, and it fails a $9 floor exactly as fast as a $3 one.
That is why a real basement quote starts with a test, not a price. There are two standard ones. ASTM F1869 is the calcium chloride test, which measures how much moisture vapor comes off the slab over a set time, reported in pounds per 1,000 square feet per 24 hours. ASTM F2170 uses a probe set into the slab to read its internal relative humidity. Most coating systems want to see moisture vapor emission under about 3 pounds and relative humidity under about 75 percent, though the exact ceiling is set by the specific product’s data sheet. If your slab reads over the limit, the fix is a moisture mitigation primer before the coating, which adds cost and time. A crew that never mentions this in a basement is a crew planning to find out on your floor.
You can run a rough version yourself before anyone comes out. Tape a two-foot square of clear plastic sheet tightly to the slab, all four edges sealed, and leave it 24 to 72 hours. If moisture beads under the plastic or the concrete darkens, you have a moisture path, and you need the real test before you coat anything.

What drives your basement price
Moisture. The one that is different from every other space. A slab that fails its ASTM F1869 or F2170 test needs a mitigation primer first, which adds a layer and pushes the job up. It is priced per job because it depends on the reading.
Slab condition. Some cracks or pitting adds 10 to 25 percent. A rough or previously coated slab adds 25 to 40 percent.
Prep. Grinding or shot blasting to the profile the system needs, per ICRI Guideline 310.2R. The same rule as every floor: never acid etch.
Radon and humidity. Not a coating cost directly, but a basement with a moisture path often has a radon path too. If you are sealing the floor, it is worth testing for radon while the slab is exposed.
Local labor. New York metro construction trades average $39.49 per hour against $31.42 national, per BLS OEWS May 2025, about 26 percent over. Because labor is only about a third of an installed floor, that works out to roughly 9 percent on the installed price for New York, and about the same for Boston, before dense-metro access costs push it higher.
In a basement I would rather have lost the bid than skip the moisture test. A floor that blisters in six months costs the homeowner twice, and it cost me my name. Neither was ever worth it.
The costs people forget
- Moisture mitigation. If the slab reads high, the primer is not optional. Get the test result in writing and the mitigation itemized, not buried.
- Radon test. Cheap, and the exposed-slab stage is the right time.
- Downtime and ventilation. A basement is harder to ventilate than a garage, so cure and off-gassing take planning. Polyaspartic cures faster, which matters more here than usual.
- Crack and spall repair. Inside the condition step, but call it out so it is not a surprise.
Why nobody can flat-price your mitigation sight unseen
In a basement, the biggest wildcard is moisture mitigation, and it is the one cost no honest contractor will quote you a firm number on before testing the slab. That is not evasiveness. It is the only defensible answer, because the price is set by the reading:
- Moisture mitigation is priced off the actual ASTM F1869 or F2170 result. A slab that passes needs none. A slab that fails needs a primer system, and the cost scales with how high it reads and how large the floor is.
- Crack and spall repair depends on what the slab actually has, measured on site.
- Grinding depends on the slab’s hardness and what is on it.
Here is the tell. A contractor who gives you a flat, confident mitigation price before testing your basement slab is guessing, and a guess on basement moisture is the guess that comes back as a blistered floor and a second bill. The honest answer to “what will it cost to deal with the moisture” is “let me test it first.” A quote that tests, then itemizes, is worth more than a round number that pretends the slab is dry. Treat a firm price for an untested slab as a warning sign.
DIY versus hiring a pro
A DIY kit runs about $1 to $3 per square foot in materials. A dry, sound, sealed basement slab is honestly one of the better DIY candidates, better than a garage, because it does not take vehicle weight or hot tires. The catch is the one thing DIY kits are worst at: the moisture question. A kit will not tell you your slab is wet, and the sheet test above is the minimum you should do before you open the can. If the slab is dry and sound, a careful DIY job can hold up. If it is damp, no kit and no pro coating survives it until the moisture is handled.
